The publicly available FEMA P-58 risk assessment tools only cover treatment of a sub-set of structural systems, and do not include reliable structural response predictions (needed for risk analysis if you do not have nonlinear response-history analysis results for your building). To make SP3 a complete solution for all structural systems, numerous groups have funded building-system-specific R&D, including fragility function development, development of SP3 Structural Response Prediction Engine automation modules for the system, and system-specific assessment of resilient design for functional recovery.
