Seismic Design for Functional Recovery: Proposed Code Design Requirements for Resilient Design of 11 Structural Systems (with 17 System Variants) Presented by D. Jared DeBock, PhD, PE, Senior Associate at Haselton Baker Risk Group (and CSU Chico). Sponsored by Clark Pacific.
The formative code provisions for resilient design for functional recovery are now established, which raises the next question: what are the actual R factors and drift limits for each structural system? The Resilient Design Coalition has been leading that study, and this talk covers the research process and presents newly proposed resilient design requirements spanning 11 structural systems and 17 system variants.

We're also excited to see SP3 featured in two sessions presented by others in our community:
- 8:50–9:35 AM — Prioritizing Seismic Investments: Portfolio Risk Assessment Using ASCE 41 and SP3. Kevin Marx (Senior Engineer) and Nick Reid (Principal), ZFA Structural Engineers. The City of Petaluma assessed more than 90,000 square feet of critical municipal facilities — fire stations, a police station, City Hall — to inform capital planning: ASCE 41 Tier 1 and partial Tier 2 evaluations of 15 buildings were paired with SP3 risk modeling to quantify functional loss, life safety risk, and repair costs.
- 10:55–11:40 AM — Building-Specific Collapse Risk Evaluation for Retrofit Prioritization for a Large Inventory of over 600 Buildings. Kimberly Pacheco, John A. Martin & Associates. SP3 was used to rank retrofit needs across an inventory of over 600 buildings, with the results informing prioritization of roughly $2 billion in retrofit investment.
