Functional Recovery Design Provisions Approved for 2026 NEHRP
On June 24, the Building Seismic Safety Council (BSSC) Provisions Update Committee (PUC) approved new functional recovery seismic design provisions — now published in the 2026 NEHRP Provisions and currently being balloted in the ASCE 7-28 process. This work was led by the BSSC Functional Recovery Task Committee.
SP3 software served as the basis for creating and validating the prescriptive design requirements — contributing industry-standard best available science for seismic loss and downtime assessment. All 17 structural systems evaluated by the Resilient Design Coalition also passed the BSSC PUC process and are included in the final Appendix A document. On Thursday, July 16, our team presented at 13NCEE Special Session S32 — "Seismic Design for Functional Recovery: Progress and Pathways to Codification" — a nine-speaker session featuring the SP3 team, RDC team, and broader volunteer provisions development group.
