Resilient Design Coalition Webinar #2 – Technical Design Requirements Development for Resilient Design for Function Recovery (by Dr. Carlos Molina-Hutt)

The second webinar in the Resilient Design Coalition series, held on March 3, 2025, was presented by Dr. Carlos Molina Hutt of the University of British Columbia and focused on the development of structural and nonstructural seismic design requirements for functional recovery performance in the upcoming 2026 NEHRP Recommended Seismic Provisions. The session outlined the need for going beyond life- safety design to ensure buildings can return to operation within defined timeframes after earthquakes. Dr. Molina Hutt detailed the analytical framework for determining functional recovery design parameters—such as the functional recovery response modification factor (R fr ), allowable story drift limits (Δ afr ), and the functional recovery component importance factor (I pfr )—based on FEMA P-58 performance-based methodologies. Illustrative case studies demonstrated how different structural systems and nonstructural components influence recovery outcomes. The webinar underscored the integration of risk-targeted ground motions, performance objectives, and explicit verification procedures that will shape the next generation of resilient building codes.
